Welcome to our Statewide Common Participation Agreement (SCPA) Resource Center. As your selected Health Information Network (HIN) we'll share with you the latest SCPA information and guidance. 

The Statewide Health Information Network of New York (SHIN-NY) is releasing a new set of participation agreements that will be standardized across the state, known as the SCPA. We've compiled important information that current HealtheConnections participants will need to know in order to proceed with this new agreement.

what does healtheconnections do?

HealtheConnections is a Health Information Network (HIN) of the SHIN-NY. Our exchange services ensure the secure flow of patient data among healthcare providers, better known as "health information exchange" or "HIE". Organizations choose to participate and share data because information shared with us supports their referral partners and other regional health professionals with better data, enabling improved insights and outcomes for patients and members of our communities.

Healthcare is local. HealtheConnections' regional exchange facilitates direct connections between organizations within the Central, Northern, Southern Tier, and Hudson Valley regions of New York State.

Why regional?

  • Your data stays where your patients are, making it easier for your referral partners to access and use your data, and easier for you to get theirs
  • Your HIN's staff work and live throughout your service area, understanding the regional and state nuances that affect your business
  • Your HIN may be flexible to meet your specific technical needs. HealtheConnections supports unique connections and custom data requests regularly and encourages all participants to bring their data challenges to us - we often can help!

regulated entities: what to know

The SCPA is a common legal framework for all regulated health care entities that participate with HealtheConnections and the rest of the SHIN-NY. The agreement, facilitated by NYeC, replaces the existing participation agreement that your organization has executed with us at HealtheConnections. If you intend to continue participating with HealtheConnections, you must select us as your designated Health Information Network (HIN) when prompted.

If you are a Regulated Entity, you are required to participate in the SHIN-NY and contribute data in accordance with New York state law.

As a part of this agreement, HealtheConnections provides:

  • MyAlerts: Clinical event notifications/alerts, customized to your preferences in-region and across NYS
  • Patient Lookup: On-demand patient record lookup from your regional referral partners
  • Statewide Patient Lookup: On-demand patient record access from statewide sources via SHIN-NY query
  • Results Delivery: Lab results, radiology reports, and transcribed notes via a dashboard or delivered directly to you

non-regulated entities: what to know

It is expected that, in the future, all organizations receiving SHIN-NY core services will transition to the SCPA. For non-regulated entities, there is a longer transition period. We will provide more information on this when it is available.

Non-regulated organizations may continue to participate in the SHIN-NY under the terms of their existing participation agreement with HealtheConnections for the immediate future.

HealtheConnections will be updating the Terms and Conditions of its existing participation agreement to align with the SCPA. We'll keep you informed of progress and any action steps.
